UK Local Authorities Intend to Sell Off Social Clubs and Leisure Facilities to Manage Finances

According to a latest poll of municipal councils, English councils are preparing to sell social clubs, sports centres, and retail spaces as they bet on a rapid disposal of assets to balance the books.

Growing Fiscal Challenges Prompt Asset Sales

A coalition of councils representing major urban areas in England stated that six out of ten of councils are planning to dispose of properties to cover the escalating costs of social services for vulnerable individuals.

Councils have in the past faced criticism for disposing of public land and open spaces to shore up their budgets, but they argue they must continue to raise vital cash from property disposals or declare themselves bankrupt.

This coalition noted that a significant number of councils seeking to generate funds from a fire sale of holdings marked “a clear change from 2024, when the largest share (60%) of local leaders stated they would focus on restructuring services and using financial reserves to weather growing financial challenges.”

Specific Cases of Proposed Disposals

Medway Council in southeast England said its asset disposal plan included the disposal of a shopping centre in Rainham and a social club in another town to raise £20m over the next half-decade.

  • Gillingham golf club and commercial properties owned in two English counties, which all generate rent for the authority, will additionally be disposed of under the plan.

Local Levy Rises and Broader Fiscal Pressures

This research of local authorities in the key cities group, which includes several urban centers, also found that over seven in ten of authorities will have to increase council taxes next April to cover the growing cost of core provisions, higher levels of homelessness, and a longstanding accommodation deficit.

Medway council explained it will press ahead with asset sales after steep rises in the cost of youth support, support for vulnerable learners, elderly and disability services, and short-term housing.

“We are taking creative strategies but some of these require time to deliver both improved services and financial savings,” stated a council leader.

He continued: “There are demographic pressures which will persist to increase the strains we have. As a local government body, we had a 91% cut in our central funding from 2010-24, which is very challenging.”

National Trends and Forecasts

Research of county councils recently also found local finances being strained by the growing number of children and older individuals requiring Send support.

The County Councils Network said that council deficits will hit £4.4bn a year by the end of the decade, as they struggle to cope with rising needs.

Ministers have put off scheduled changes to the special educational needs framework until the coming year after a policy document setting out those reforms has been postponed.

Disadvantage and Funding Shortfalls

According to the latest indices of deprivation (the Index of Multiple Deprivation) for English councils, many participating urban areas were included in the most deprived in the country.

  • “Member cities like Hull, Bradford, Stoke-on-Trent, Sunderland and Wolverhampton rank in the most deprived 30 nationally under the latest IMD measures,” noted the report.

“Although only one key city is among the ten most deprived for deprived neighbourhoods nationally, urban areas are much more prone to be in the worst-off 20% of England. The data highlights the extent of challenges confronting municipal officials across major urban centers in the coming year,” the report added.

“Local government leaders have been explicit about the need for a equitable and lasting financial structure that reflects and responds to the real levels of deprivation and demand,” stated a council leader.

“Without this, local authorities will persist to face impossible choices around which vital provisions to fund, and which to reduce, to the detriment of their residents.”

One in five of local authorities have cut or compromised care services in the last year, the survey found.
