An Alert for Keir Starmer drawn from His Own History: If You're Not Bold regarding Britain's EU Exit and Europe, Your Party Challengers Shall Be.

Seven years ago, it took just a short phrase to ignite the party's annual gathering and to show the party was falling out of love with Jeremy Corbyn. Although not exactly soaring oratory, the words were greeted with rapturous applause as delegates stood for spontaneous acclamation.

As the commotion died down, Keir Starmer, stood at the podium, visibly startled. He wasn't really accustomed to his addresses having such an effect. His statement was simply: "Nobody is ruling out staying in the EU". Context, however, is key.

In that darkly divisive time of 2018, straying from the prepared script like this was always going to be seen as issuing a challenge to Jeremy Corbyn, who was trying to prioritise Brexit voters in working-class seats over the pro-European instincts of his party. In just one speech, this grey-suited shadow Brexit secretary underwent a transformation – albeit temporarily – into a political gambler who would stand up for the party's base against the leadership he later succeeded.

The Evolution of Stance and Closed Issues

Since then, the landscape has shifted, not least to Starmer himself. An early move after taking over from Corbyn in 2020 was to declare the Brexit issue had been settled by the 2019 general election. And, at the last one, he repeatedly emphasised unbreakable pledge commitments that ruled out re-entry into the EU, the single market or a customs union.

Similar to Corbyn, his strategy has been to pursue Brexit-y voters in key seats, even if survey data indicates a significant number have passed away or shifted opinion.

Pressure Building on the EU

However, the tables have turned and Starmer is now to face the pressures of being a Labour leader. And, if EU relations may not be the central crisis in UK politics, a lid which was firmly shut since Brexit is starting to loosen once more.

Both Starmer and Rachel Reeves have intensified the rhetoric regarding the damage that leaving the EU has caused to Britain's economic standing. This serves as an effective tool with which to beat Nigel Farage, who now rarely mentions how leaving the EU was his primary goal and is still his sole political accomplishment.

And yet, the extent of the economic harm, reportedly has left Britain with an economy that is between 6% and 8% smaller compared to EU membership, dwarfs the micro-mitigation so far offered by the government. The PM's much-touted relationship reset agreed with Brussels in 2024 provides gains quantified in low decimal points.

Cabinet Divergence and Bolder Ideas

Rachel Reeves is among those trying to overcome entrenched interior ministry opposition to an expansive version of a growth-enabling program for young people by which young people can move between Britain and Europe for work or study.

The deputy prime minister has pondered publicly about the clear advantages of joining an EU customs pact, while a dozen Labour MPs, including the chair of the powerful finance committee, recently supported a Liberal Democrat motion on customs union membership.

Although the Europe minister, the minister in charge of EU policy, now present at all cabinet sessions, insists the firm boundaries are still in place, there are ways these could be bypassed. A proposal would be to declaring the commencement of negotiations now on a much bolder deal, for inclusion in the following election platform, to be enacted only after Labour won a new electoral mandate.

Starmer's Deep-Seated Doubts

Yet, Starmer has most recently damping it all down on the idea cautioning that rejoining an EU customs arrangement would “unravel” the commercial agreements with America, which he regards as key accomplishments of his premiership.

Reportedly that the PM’s scepticism run even deeper, stemming from three further factors.

  1. First, he believes any customs union agreement is now significantly more difficult because his ministers actively diverging from European rules across a range of policy areas, including the environment.
  2. Second, the prohibitive cost set for the UK to join the EU’s new defence fund and the ensuing failure of negotiations has convinced British officials that European nations are less interested in offering favorable terms to the UK than in demonstrating that leaving the EU was a mistake.
  3. Thirdly, the new US national security strategy, which has been welcomed by the Kremlin, is seen by key advisors in Downing Street as grounds for Britain to keep its distance from the EU.

An Alarming Document & Strategic Calculations

This strange and concerning document claims Europe faces “civilizational erasure” due to immigration. It contains only one reference of the UK, placed beside a suggestion that the US government may interfere in our politics to foster the growth of nationalist movements.

However, instead of deciding that this renders America an unreliable partner, the government reportedly fear that deeper EU integration could upset the global balance by risking precarious American backing for Kyiv, NATO, and other alliances.

Leadership Speculation & The Echo of 2018

This situation brings us back to 2018. Starmer has always said his speech was not a pitch for the leadership but merely an attempt to preserve the possibility of remain in a future vote. In fact, back then, Starmer still favoured a tailored trade agreement of the kind he now appears to be opposing.

But it’s not been lost on the Prime Minister's office have noticed that the Health Secretary, widely considered would be a candidate in any leadership election, is among a group of cabinet ministers letting it be known they desire greater ambition regarding the EU.

Staff for the Deputy Prime Minister, another probable runner in a contest to replace Starmer, insist she refuses to comment on her stance on a customs union as it would merely “fuel unnecessary gossip”.

The Clear Danger and A Prudent Memory

The risk is clear. Should the PM reject significant moves towards a close relationship, he allows rivals to occupy the space where most of the party's supporters reside.

It would be wise for Starmer to remember the impact that a short phrase had on his career in 2018. Potential pathways for a major proposal on EU relations which the PM ought to consider; he should prise them open personally, before someone else makes them his – or her – own.
